Applications to the Fiscal Year 2013 (FY13) Applied Research and Advanced Technology Development Psychological Health Award (ARATDPHA) will be solicited for the Assistant Secretary of Defense for Health Affairs, DMRDP by the United States Army Medical Research Acquisitions Activity (USAMRAA).
The information in this pre-announcement is provided to allow investigators to plan and develop applications. The FY13 JPC-5 program announcement and general application instructions for the following award mechanism are anticipated to be posted on grants.gov in November 2012. This pre-announcement should not be construed as an obligation by the government.

- Multidisciplinary and multi-institutional projects are allowed
- Collaborations with military and/or Veterans Affairs research laboratories and programs are strongly encouraged
- Independent investigators at all academic levels are permitted

- Development of validated universal suicide prevention screens for use in primary care and behavioral health clinics
- Validation of current suicide prevention training programs
- Evaluation of the efficacy of use of canine service dogs as a treatment/adjunct treatment for PTSD
- Research to understand and deconstruct the contributions of multiple deployments and other operational factors to psychological health
- Validation of novel PTSD treatment approaches targeting cranial nerves (particularly of interest are stellate ganglion block and novel non-invasive cranial nerve stimulation techniques) that have demonstrated proof of concept, safety and initial efficacy
- Research to understand the psychological health impact of deployment and social isolation that is unique to special populations, such as females, lesbian gay bisexual transgender (LGBT) individuals, individual augmentees, and develop selective/indicated interventions
- Development of methods and evidence-based protocols for long term monitoring and care of active duty refractory PTSD patients
- Research to develop, adapt and validate militarily relevant, objective resilience competency assessment tools
- Development and validation of techniques for negotiating and managing changing Family roles throughout transitions associated with military service including but not limited to accession, deployment, and reintegration
- Research to understand the positive and negative impact of modern media, communications and technologies on resilience (skype, email, peer-to-peer social technology enabled networking resources), and inform recommendations on their effective use.

- An estimated $5M in FY13 funds are available for the first year of performance of successful proposals
- Adequate funds to support the remaining years of performance (total performance not to exceed 4 years) are expected to become available

Submission is a multi-step process requiring both (1) Pre-application (pre-proposal) submission through the MOM-JPC5 Program Announcement submission portal (URL to be determined) and (2) Full Application (Full Proposal) submission through Grants.gov (http://www.grants.gov/). Submission of the same research project to different funding opportunities within the same program and fiscal year is discouraged. The Government reserves the right to reject duplicative Applications.
All Pre-application and Full Application components must be submitted by the deadlines identified on the title page of the Program Announcement/Funding Opportunity. Material submitted after the deadlines, unless specifically requested by the Government, will not be forwarded for processing. Failure to meet any one of the deadlines shall result in Application rejection.
